I fully second Pappu's comment as the current IV core leadership does not have time/$$ to spend on Citizenhip. Getting GC for all of us has and should be the first priority. Thanks to IV core and many of us fellow volunteers, their effort has paid off as things are moving decently fast for EB2 for now. Hopefully our fellow EB3 friends also see some hope in FY'11. As I was saying in the previous posts, many big corps have not filed for new labors in FY'08, FY'09 which should free up many ROW visas. This should help EB3 in the near future.
I think we need a kind of checklist on this effort to do this in an organized manner.

DOS allocates GC numbers to USCIS adjustment cases only as the point of approval is reached. DOS can set/move/retrogress PD based on info provided by USCIS about number of cases at point of approval.
USCIS is not able to provide a good estimate of this number because
it can not calculate this number based on USCISs workload, and
it does not know the number of cases DOL will send to them. DOL again can not calculate the number of cases (it will send to USCIS) based on DOLs worload.

It does say "thumb print of applicant or legal guardian", but I see no value in signing for them - there's no way to identify the child if I sign there... Or am I missing something why it's better for me to sign? (There's two places for signature/thumb-print : to sign for the application, and also at the 'specimen signature' spot).
If they write thumb print then you can always provide it. Infact, it is there so that even the old people who cannot write can give their thumb print. So it won't hurt. Also, it looked to me that they are not too picky(like USCIS).

Yes, that is what the trend look like. There is probably another 5-10% fall in the works. Perhaps even more. I agree with you on that.
However, the million dollar question is how do you know the prices have actually bottomed one? Won't you go ahead and buy if its affordable, instead of wasting precious years which shorten the career span and deferring your decision? Its almost like deciding when to have your first child...well..almost. There is never really a good time, is there?
By affordable, I mean its around 'x' times your (dual) income, you have your green card and you are prepared to live in the US for next 5 years at least (even if there is any family emergency, you don't have any compulsion to sell off your assets and move to India for good). Now, 'x' may mean different for different people but generally people seem to agree x = 3. And I also agree with you that it might happen that american housing is always affordable. Yes, it might but for most middle class in SFO Bay area, when x was 7-10, it wasn't affordable at all!
I completely oppose folks like Slumdog doing something terribly rash (no gc, no prospect of gc within a year, single income with a baby, baby having some health issues and to top it all the burden of a heavy mortgage on the shoulders, god, I think his situation is simply awful...) but the way I read it is that these indeterminate immigration waits are making people throw caution to the winds.
And I don't agree with folks who feel that buying your house is like renting it out simply because it is mortgaged. There is big difference, eventually its get all paid off and you start actually owning it. Secondly, for a lot of people that they can sell it during their retirement and use the sale proceeds to cover the retirement life. There is very good chance real estate would have appreciated over long term. Of course, you are just interested in 'flipping' you are asking for big trouble.
I bought my house in 2004 and here we are in 2009 - stayed 5 years . house went up to $430 ( from $330K) and then down to $300. Lost 10% so far . I made sure that mortgage+living expenses is within 1 salary (have dual income) . if I stay another 3-4 years i will break even at any price. Yes if i would have bought house in 2006 (peak) and got a job problem in 2008 yes- i would be in terrible situation.
Let's say if i would not bought the house - i would have used 10% down payment ( $33K) in some kind of investment (Stocks, bonds or CDs'). Based upon today's stock market i would have lost 30% on that until i would have withdrawn in 2008 Jan where market was at peak.
There is never really a good time, is there? . Now housing is almost bottom and interest rate is so low now - but job market is terrible and you need to be careful about your job. Now let's say job market get's better in 2010 and you plan buy a house in 2011. you think you will have everything in order in 2011 . Make no mistake, you will another set of worry and things to take care.

I think PD recapturing is the only solution. We don't know if CIR will pass in 2010 or 2011. Neither do we know that if that is good or bad for legal immigration.
Guys we should work with IV to get the PD recapture.

Will my application selected if I get my ITIN number? I clearly understand that it is for Tax purpose, but as it also comes from the same department I am bit curious to know about it.
ITIN number is issued by IRS (Internal Revenue Service). H1B is issued by USCIS (United States Citizenship and Immigration Services). IRS comes under Treasury Dept., USCIS comes under the Homeland Security. Don't see how the two are the same - other than being different branches of the govt.
Having an ITIN number will not qualify you for a H1B automatically. You can get an ITIN number even if you are not in this country legally. As of today, IRS cannot share it's information with anyone - not even the police. As per IRS, even a thief must file income tax and the thief can take deductions for the tools he buys to carry out his trade :)

some assumptions and calculations with answer = 750k . You are right to get this 750K approved it will take 5 years.. ...one more thing to consider is country level limitations. and EB1/2/3 limitations...ROW and China may already be catching up (may not even need 5 years)...India will need 50 years not 5 years to catch up.

Every one is here is emotional, after seeing the beautiful collective work of USCIS/DOS/DOL/AILA ect.. Now AILA is jumping high between sky and earth and due to the mismanagement of system. Everyone knows both USCIS/DOS is mismanaging the process. However, What AILA was doing when DOS issued the visa bulletin 15 days back? Do you thing, AILA did not know the estimate of number of 485s going to be filed in the month of July? Why did not they call USCIS and DOS about the implication of making all categories current? Why did they not advised their client that there is a mistake in VB, it is not possible it will become current in just one month? All of sudden, why they are jumping and collects all the money from customers to file 485?
Here is my estimate how many 485s is going to be filed in July.
BEC has almost cleared all the backlogs. The rough estimate about 200,000 LC might have been certified by BEC. Let�s assume about 150K out of 200K candidates held back due to retrogression from 2004 to 2007. Let us assume 150 K PERM LC certified between March 2005 and June 2007 affected by retrogression. Therefore about 300K (primary) people will go for 485 in July. If we add dependents it will be another 450K. Therefore about 750K 485s+ 750K AP + 600K EAD applications will be filed in the month of july.
If 750K 485s filled in one month, we need about 5 years sum of EB visa numbers. It needs 5 years to issue the visa. There should be 750,000 EB visas should be immediately available as on July, to make all EB categories current. There are only 40,000 visas available as of June. Does AILA do not aware of this simple estimation?

In order to issue 40,000 remaining visas to already pending 485s they made all categories current, otherwise it will get wasted. In order to approve a 485 the PD should be current. There are lot of support and response for this thread and can Core IV team consider this to be included in their Phase 2 campaign?. It will be an added feature for our to be legal immigrant community. ^^ Bump^^
IMHO this would be great. i know i will be here supporting IV even after i get my GC. The truth of the matter is most users disappear as soon as they get their GC and stop supporting the greater cause (correct me if i'm wrong) of getting one's citizenship. I'm pretty sure we will probably see more users joining in to support this phase.
Then there are also the ones, that have the mindset that since getting the GC most of the weight is lifted off ones shoulders, and one can do pretty much (not all of course) anything that a citizen can. So the waiting for 5 years is not a burden to most. I'm not too sure if this is the case with everybody, but some that i know feel that way....

Last month Ron G predicted the April visa bulletin and he did have a very good logical reason for it, he did go into details about it on his forum. He was NOT told by Oppenheimer what the bulletin was going to look like.
Ron only wrote to Oppenheimer to clarify the April Bulletin�s wording after it came out about visa number flow from EB1 to EB2 Retrogressed countries.
I have to say Ron is pretty impressive, I learned a ton by visiting his forum, he knows a lot about the inner workings of USCIS.
For example I was under the impression that USCIS followed strict procedures when it came to PDs and that processing dates schedules were correct all the time. Now I have a totally different opinion.

Conference committee and its proceedings are always closed-door things. Remember there is alittle one can do. also considering the gravity of the situation, i'd say just wait. i know that's not the best scenario but it is what it is
i don't think the committee not yet formed, in the first place and there is no time line / rule that guides about conference committe proceedings
